This is due to each Extra pedestal coming complete with an extension shank which clicks into the baseplate. The threaded stem is then placed into the top of it. Typically, installers cannot always be sure how much the fall will be on the roof or where it will be, these pedestals have heights marked out every 10mm on the sides of the stems. This saves time, not having to frequently remeasure as you can see the height at a glance.
